Does LBE still operate the Right to Buy scheme for tenants of Council houses? Would tenants with their children be allowed to be joint buyers?

LBE does still operate the RTB scheme. I think you're allowed 3 joint buyers who must have been resident at the address for a minimum of 12 months.
