Parking charges, how are they worked out?

I'm writing a blog post mentioning parking charges in the borough and wondered if anyone could tell me how they are worked out. More specifically, why is the annual charge £80 in one CPZ and £50 in another?

It's however much they san screw you for.I have no overarching objection to CPZ's and there should be a relatively high first year charge to cover the painting and signage.After that I fail to see why any permit should cost more than the actual cost of administering and issuing the permit, say £20. The council will still make as much revenue from illegal parkers irrespective of the cost of the permits issued to residents.£80 a year is simple profiteering.

I think that you'll find that some have longer hours than others.
